This book provides a clear definition of the concept and connotation of the innovation economy and establishes a multi-level, quantitative evaluation index system for it. This evaluation system comprises four dimensions — Infrastructure, Innovation Resources, Innovation Process, and Innovation Output — which are further broken down into 13 second-level indicators and 46 third-level indicators. Based on this framework, the book collects and organizes various 2021-2022 data from multiple major Chinese cities. It analyzes this data to generate a ranking of these cities' innovation economies, delineates their current development models, and discusses their successful experiences. Furthermore, the book includes dedicated chapters focusing on three critical aspects of transforming old and new growth drivers during the 14th Five-Year Plan period: Common Prosperity, the Digital Economy, and Dual Carbon Governance. It serves as a significant and practical reference for policymaking and management aimed at achieving high-quality and sustainable development in Chinese cities.
